on capitol hill and anne makovec shows us what to expect from the hearing. >> reporter: the hearing is just getting under way in washington, d.c. the goal, assessing what happened before and after the explosion in san bruno. the hope is that it will lead to stronger safety practices for natural gas pipeline and here's live look at that hearing. it is about to start in washington, d.c. it's a meeting of the surface transportation and marchant marine infrastructure safety and security subcommittee. you can see people are about to start taking their seats. barbara boxer there on the left-hand side of your screen. we are expecting to hear from senators boxer and feinstein. the president of pg&e christopher johns, as well as the mayor of san bruno, the california public utilities commission and the ntsb, which is in charge of the investigation into what happened in san bruno. last week, feinstein and boxer introduced a bill to double the number of term pipeline inspectors, increase the penalties for pipeline safety violations and require automatic electronic shutoff valves wherever possible. it

, the calendar says summer is over but mother nature seems to be ignoring it. our anne makovec joins us now from walnut creek to explain that pg&e is urging conservation this morning. good morning, anne. >> reporter: good morning. here in downtown walnut creek, it is hanging around the lower 60s. you can see from this live time and temperature behind me. it's going to get up to 102 here in walnut creek. that creates two issues. number one, it's a "spare the air" day and the possibility of power outages so many people are running their air- conditioning it could lead to overload. that's what happened in castro valley this weekend. more than 30,000 pg&e customers lost power for almost three hours on saturday night. pg&e says it was a heat-related equipment failure issue. the mere thought of not having ac can have us sweating. but this may make things easier on the power grid. shut your windows and keep blinds closed in the morning, right now, to keep cool air trapped in the home. try to remember to turn off lights and appliances either right now or before the sun comes up. do your best to use them

uvando used it to beat his girlfriend a 33-year-old. authorities say the man called several people after the alleged beating as he drove around with the body in the front seat. he eventually showed up at a coworker's apartment. the coworker called 911. then the man surrendered and confess, according to police. >>> after calls from politician and the public, pg&e has now posted maps showing the locations of the riskiest gas pipeline in the state. pipe segments get on the list based on four criteria. first, will there or has there been third party construction nearby? is there any pipe corrosion? has there been any land movement near the pipes, such as an earthquake? and finally, the pipe's age, design and what it's made of. the pg&e president christopher johns says these factors constantly affect the list. >> this list is in flux. some items will move up, some will move down the list. >> pg&e says the san bruno section of pipe that exploded was not on the top 100 list. when the utility finds out what caused the explosion, it might have to change the criteria. the maps on the website aren'

bruno, bracket. >> thank you. >> simon perez joins from us bayhill shopping center a major gathering spot for the evacuees. >> reporter: good morning. you can see behind me the red cross truck is here. they are certainly helping many of those people who had their homes either completely burned to the ground or had a lot of damage done to it. you can see some of the video there. dozens of homes that burned and more that are damaged. one person confirmed dead and dozens hurt. many people taking themselves to the hospital. some with severe burns, others with smoke inhalation, some in nearby hospital, others as far as san francisco. saint francis burn unit was treating some of the people last night. this is going to be a pretty difficult search operation, certainly not rescue but a search operation as cadaver dogs go through some of the rubble this morning. mainly, that's because many of the people if there are any left inside pretty much would have been incinerated. this fire was so hot, i was here last night that it just eliminated the houses almost instantly. you see skeletons, chimne

. anne makovec is at san quentin prison in marin county to tell us why. >> reporter: if the plan that was in effect on monday would have stuck, albert greenwood brown would be dead right now but he is alive behind me at san quentin this morning because of a decision by a federal judge last evening. brown would have been california's first execution in almost five years, but judge fogel suspended the execution until he finishes reviewing a lawsuit against california's lethal injection procedure. concerns that it's cruel and unusual punishment. if the first of three drugs administered doesn't work properly, the inmate could suffer extreme pain from the third drug which stops the heart. the family of brown's victim just wants it over with. here's her brother speaking about what it was like after his 15-year-old sister disappeared. >> i remember getting in the truck with my father and... 's actually confirmed. but they say that they will let us know as soon as new information comes in on exactly what caused this pipeline explosion. here in san bruno, the investigation continues this morning. the ntsb has been collecting evidence from around the blast site, pieces of the pipeline exploded on thursday leaving this crater in the ground in the middle of a neighborhood. the ruptured line was in a high concentration area so it should have more inspections. pg&e says the line was slated to be replaced according to documents. now piece of it have become evidence instead of being simply retired, including a 28- foot section ripped out of the ground and tossed 100 feet into the air by the blast. it's being shipped to washington, d.c. as part of the investigation. did anybody smell gas before the blast? we have gotten several reports that people did smell gas and reported it to pg&e. but pg&e denies it. >> we are not able to find instances of people who reported an odor and we would ask anybody who says that they reported smelling gas to contact us through whatever means. >> reporter: w

that water had shown up in tests. the key to fighting this corrosion apparently using chemicals or robots to scrape microbes away but apparently pg&e says the pipeline in san bruno was too narrow and had too many bends for some of the recommended treatments. pg&e said it did use ultrasonic techniques to detect corrosion and didn't find any. meanwhile, the public utilities commission has voted to bring an independent panel in to investigation this explosion, looking into what pg&e and state agencies could have done to avoid the disaster. state leaders are pushing to make sure pg&e pays for the cost of the panel out of its own profits so customers do not have to foot the bill. right now, heavy demolition and clean-up are going on here at the site in the neighborhood leveled by that explosion. the 35 homes that were burned to the ground will be removed. that process started yesterday. large excavators and workers in protective gear are working on three homes a day. at the same time, street sweepers and water trucks work to keep the area clean by reducing the threat of toxic dust. >> want to

joins us from oakland to explain what happened. anne. >> reporter: well, looks like she got caught in some sort of crossfire. the 6-year-old girl was sleeping in her bedroom according to police when she ended up getting hit with a bullet in her upper arm. she is going to be okay. but she is at the hospital. it happened at this house here behind me on the 1600 block of seminary avenue south of international boulevard in oakland. several rounds were fired at this home at around 2:15. police believe by the number of gunshots that were fired, there was likely more than one shooter involved. no one has been arrested, unfortunately, police believe this could be a gang-related incident and apparently according to the people who live here, there was a -- some sort of incident involving a shooting here about a month ago. the shooter is unknown. she is the 6-year-old girl will be okay. >>> federal investigators are looking into the possibility of a link between a power failure and this month's explosion and fire in san bruno. the electric outage in milpitas affected pg&e's natural gas pipeli

today. marcus stanley resigned after u.s. capital police say he was trying to carry marijuana into a senate building. politico reports stanley was going through security at the hart office building in washington two days ago when an officer saw him trying to conceal a green leafy substance, that turned out to be marijuana. >>> a big marijuana growing operation near san ramon has been busted. it was in a remote area in the lost trap pass regional wilderness. police found 1800 pot plants yesterday and arrested a pittsburg man they say was living there. another suspect got away. investigators estimate that marijuana is worth a quarter million dollars. >>> thousands of people waiting to learn if their homes are still standing in colorado. at least 135 homes have been destroyed by the wildfire near boulder. about 1,000 others are threatened. evacuation orders for some of the fire areas are expected to be lifted today. right now, 3500 people are out of of their homes. there's been some light rain overnight and cooler temperatures so that helped to get the fire 10% contained this mor
